This is gorgeous! I have to start by saying that the yellow/white/blue colors you chose for the background are perfect, they really fit the mood of a windy day. The girl is absolutely darling. Her eyes are beautiful, and I love how she looks worried that her hat is going to blow away in the wind. 
And speaking of that wind, you managed to make its effect on the picture look so real! Her hair and dress (and even the end of the bow on her hat!) seem to flow at just the right angles.
